Sheehan Group-Pacific (SGP) is a service disabled veteran-owned
small business focused on energy, environmental, and development
programs and projects in Hawai`i and the Pacific. SGP provides
expert environmental consultancy, helping businesses and government
develop solutions to challenges through established relationships built
on trust and years of problem-solving experience.

CEO Neil Sheehan is a retired U.S. Navy Captain with over 25 years
of legal and program management experience. While on active duty,
Mr. Sheehan served as the senior environmental counsel to the
U.S. Pacific Fleet Commander, participated in Operations Desert
Shield, Desert Storm, and Eastern Exit, and had duties in over 50
countries across all seven continents.


He retired from the reserve force, having last served at the U.S.
Pacific Command as Assistant Staff Judge Advocate. Mr. Sheehan’s
experience specializes in environmental programs and his awards
include the Defense Superior Service Medal, three Meritorious
Service Medals, two Navy Commendation Medals, and three Navy
Achievement Medals.

Most recently, Mr. Sheehan was a Vice President with HDR
Engineering’s Honolulu office, having developed and managed the
DOD’s regional programs and complex environmental projects in
Hawaii, Guam, and Australia. He is the Chairman of the Board of
Directors of Pacific Historic Parks. A past Adjunct Professor at Hawaii
Pacific University, and lecturer at both the Naval Justice School and
the Naval War College, he currently lectures at the University of
Hawaii’s Richardson School of Law and is a member of the Hawaii
State Bar. He is married with two teenage sons.
